Our Board of Directors

Folsom Cordova Community Partnership’s Board of Directors meetings are are currently held virtually and in-person on the 4th Friday of the month from 8:30 am to 10:30 am. The November and December meetings are combined and held on the 2nd Friday in December.


PRESIDENT, DIRECTOR

GENERAL COUNSEL & CHIEF DEPUTY EXECUTIVE DIRECTOR, COVERED CALIFORNIA

Brandon Ross is the General Counsel and Chief Deputy Executive Director for Covered California, the state-based health insurance marketplace. In this capacity, Brandon is involved in major health policy issues facing the State of California and is responsible for advising the Covered California Board and executive team regarding the implementation of Covered California.  In addition to supervising the legal department at Covered California, Brandon provides counsel in the areas of health plan contracting, compliance, the health insurance marketplace for small businesses, and general transactional matters.

Brandon has a deep commitment to his community, and has provided countless hours of pro bono work and has volunteered for numerous organizations, such as the YMCA, Habitat for Humanity and the Community Legal Information Center, Chico. In his free time, Brandon enjoys hunting and fishing throughout the Western United States and spending time and vacationing with his wife.

Brandon grew up north of Sacramento in the city of Corning. He holds a Juris Doctorate from Gonzaga University School of Law and a Bachelor's Degree in Criminal Justice from California State University Chico.

DIRECTOR OF MARKETING, KIEFER CONSULTING

Brian Wallace joined the Partnership's Board of Directors in the summer of 2014. Professionally, Brian has spent the last 18 years in the technology industry where he has held a variety of sales and marketing roles. Brian is currently the Director of Marketing and Corporate Strategy at Kiefer Consulting, Inc. Brian also serves as a commissioner on the Parks & Recreation Commission in the City of Folsom.

Brian made important contributions as a member of Active 20-30 Club of Sacramento #1, a service organization that has served local children since 1922. Brian was the recipient of two significant awards: the Rookie of the Year Award in 2000 and the Man of the Year Award in 2010. 

You can typically find Brian and his wife Jessica out at the soccer field, at the basketball court, the dance studio, or at a jazz band concert near their home in Folsom cheering on their two children. When time allows, Brian's personal interests include graphic design, travel, hiking, and music.

Brian is a graduate of California State University, Sacramento where he obtained a B.A. in Communication Studies. He has lived in the greater Sacramento region his entire life and is passionate about helping others locally and building strong communities.


SECRETARY, DIRECTOR

HEALTH EQUITY OFFICER, COVERED CALIFORNIA

In her role as Health Equity Officer at Covered California, Taylor leads the development and implementation of Covered California’s health equity agenda. Prior to joining Covered California, Taylor worked for CommuniCare Health Centers, SETA Head Start and the YWCA of Sonoma County. Taylor’s volunteer work includes the Double H Ranch Camp, Casa de Espanol, and the SSIP Food Closet. Taylor holds Masters degrees in Social Welfare and Public Health from UC Berkeley, where she researched pediatric oral health disparities with a focus on access to care.

In her free time, Taylor enjoys hiking and backpacking with her husband, playing with her dog Vega, and reading. Taylor grew up in Arcata, California, and loves living in Sacramento’s sunshine.

SHAREHOLDER, BOUTIN JONES INC.

Lissa Oshei has dedicated her practice to advising and counseling employers. She routinely advises employers in a variety of industries and sectors, including financial institutions, agriculture, construction, health care, professional services, and hospitality, as well as some of the region’s largest special districts.

Lissa combines sound business judgment with her expertise in employment law. She counsels employers on all aspects of employment law, from hiring through termination. She advises on wage and hour issues, leaves of absence under the FMLA/CFRA/PDL, disability accommodations under the ADA/FEHA, hiring and EEO issues, employee discipline, and terminations. She has conducted numerous workplace investigations as a neutral investigator, and she has experience managing outside investigations conducted by third parties. She has drafted trade secret and confidentiality agreements and advised employers on best practices for safeguarding confidential information. Lissa has also represented employers in matters before administrative agencies, such as the Division of Labor Standards Enforcement and Cal/OSHA.

RESOURCE DEVELOPMENT CHAIRPERSON, DIRECTOR

BUSINESS BANKING OFFICER, WESTAMERICA BANK

Doug Spaulding is a Southern California native that has lived and worked in Rancho Cordova area since 2005.  Since his arrival, he has spent much of his time involved in many facets of developing our community.  In addition to helping local small business by working as a Business Banking officer for Westamerica Bank, he has been on the Board of Directors for the Folsom Cordova Community Partnership since 2013.  He has volunteered for other organizations including American Cancer Society, Camp Kesem National Parent Committee, and most recently, as Scoutmaster for Boy Scouts of America Troop 281.   

Doug earned his Bachelors degree from Harvard University in 1999 and studied Business Administration at USC until 2001.  He lives in Rancho Cordova and enjoys backpacking, traveling, and spending time with his family.

OWNER, HAILEY AYSON PHOTOGRAPHY

Hailey Ayson is a wedding and portrait photographer serving couples and families throughout California. She has been in business since 2012 and is proud to be a part of Sacramento’s flourishing creative community. She has a passion for equity and social progress and uses her work as a voice for these causes.

Hailey raises three kids with her husband in Folsom. She serves on the board of her PTA and participates in various committees and programs at her children’s schools. In her free time, you can almost always find her outside with her family, going for walks, shopping the local farmers market and browsing small businesses, or sitting in her yard with a good book.

OWNER, RUBY’S BOOKS

Stacy Gould is the owner of Ruby's Books in Folsom, California. Stacy opened Ruby's Books in 2020 because she strongly believed that our community deserves a great bookstore where readers of all ages can fuel their love of reading. She previously worked as both a teacher and a doula for many years. Stacy volunteers for many groups in our region to fulfill her commitments to decreasing food insecurity and increasing literacy and equity. 

Stacy has lived in the Sacramento region since she moved to California in 2000. She earned a bachelor of Science in Human Development and Education from UC Davis in 2003. In 2005 she was awarded a multiple subject teaching credential from CSU, Fresno. 

When Stacy is not at the bookstore, she is usually spending time outdoors, reading, cooking or traveling with her husband, two teenagers, and golden retriever.
